It is bases per at-bat, so a hitter with a home run in every at-bat sits at 4.000. Four home runs in four at-bats are 16 total bases and exactly that figure.
A walk is not an at-bat, so it changes neither the total bases on top nor the at-bats underneath. That is why slugging is paired with on-base percentage, which does credit walks, to form OPS.
Every hit is weighted by the bases it earns — one, two, three or four. The default line has 160 hits but 275 total bases, so entering them all as singles would understate it badly.

Add up total bases — singles once, doubles twice, triples three times, home runs four times — then divide by at-bats. A hitter with 100 singles, 30 doubles, 5 triples and 25 home runs in 500 at-bats has 275 total bases, so slugging is 275 ÷ 500 = .550.
Batting average is hits ÷ at-bats and treats every hit the same. Slugging is total bases ÷ at-bats, so a home run counts four times a single. Two players can share a batting average and slug far apart if one hits for more power — they only coincide for a hitter with nothing but singles.
The bases earned on hits: one for a single, two for a double, three for a triple and four for a home run. Walks, hit-by-pitches and bases taken on errors or steals do not count. Total bases are the numerator of slugging percentage.
