The table is symmetric: 7 × 8 and 8 × 7 sit at mirrored positions and give the same value, so you only ever need to memorise half of it.

Because multiplication is commutative: a × b always equals b × a. The table is therefore mirrored along its diagonal, and you only need to learn half the products.
The square numbers: 1, 4, 9, 16 and so on up to 400 — each number multiplied by itself.
Row n sums to 210 × n, because 1 + 2 + … + 20 is exactly 210. So the 7 row sums to 1,470.
Yes. For 9 × n the tens digit is always n − 1, and the two digits add up to 9. So 9 × 7 is 63: 6 is 7 − 1, and 6 + 3 makes 9.
School curricula require the table to 10 × 10. Going to 20 × 20 helps with mental arithmetic on percentages, prices and areas — which is why this table runs to 20.
