In most countries the age of majority is 18, and that is what this calculator counts to. Cornell's Legal Information Institute lists the exceptions in the United States: Alabama and Nebraska set it at 19, Mississippi at 21.
This calculator follows the common-law reading and counts to 1 March, because the eighteenth year is never a leap year for a leap-day birth. German law reads it the other way: under § 188 (3) BGB the deadline falls on 28 February, one day earlier.
In 2028 — add 18 to the birth year. The exact day is the same day and month, so 15 June 2010 becomes 15 June 2028.

No, and it does not need to. The calculator works in whole calendar days in UTC, so no time zone and no daylight-saving change can shift the answer by a day.
