The count assumes a perfect rectangle and no waste. An uneven base and spillage both eat mix, so around 5 to 10 % on top is the honest order.
A 3 × 2 m slab at 10 cm holds 0.6 m³, which is 66.7 bags at 0.009 m³ each. The formula rounds that up to 67, because half a bag is not for sale.
